The characterisation factor is determined by an equivalency method using PM10 as a reference.
The same equivalency factor is used as in "HF impact on severe morbidity", i.e. 1.80 kg ‘effective’ PM10/kg HF.
Calculation of characterisation factor
According to "PM10 impact on nuisance" there are 2.28E-03 person-years of nuisance per kg PM10. This will give 1.80*2.28E-03 = 4.10E-03 person-years per kg HF.
